Some people believe that the number of all the rooms of the Forbidden city is 9999.5, as there are 10,000 rooms in the Heavenly Palace(the palace for Jade Emperor, the ruler of heaven). To show respect to the Jade Emperor, the Chinese ancient emperor ordered that the rooms of Forbidden City cannot exceed that in the Heavenly Palace.
